Master training with Cell.
To progress with all the trainers, do lots of parallel quests with them as the allies. And use the ability they taught you as often as you can, and try to finish opponents with those moves. To check progress, pause and go to player data. Then hit the left bumper to view the list of trainers, and you will see a bar next to them. Every 1/3 bar or so you will be taught a new move. It generally takes 2-3 quests to see the bar move.
